First, place two chests next to each other to form a large chest. At the same time, place a hopper facing the chest.
Then, as shown in the image, place eight stone bricks on the ground.
Next, place two stone bricks and one obsidian. Place one upside-down stair at the yellow dot.
Then, place an observer at the yellow dot and a dropper at the red dot. Their directions should be as indicated by the arrows in the image.
Next, place two lines of redstone dust. Place a redstone repeater between the two lines of redstone dust. Its direction should be as shown by the yellow arrow. Set it to the third delay setting.
Place a hopper facing the dropper at the yellow dot. Then place a large chest on top of the hopper and the dropper.
Next, place the sign on the upside-down stair, and put a bucket of water in the middle of the three stone bricks.
Place concrete powder in the chest at the yellow dot in the image. The device is now complete.
As long as we hold a pickaxe in our main hand and concrete powder in our off-hand, place the concrete powder in front of the observer, and then mine it, we can obtain concrete.

Principle
When a piece of concrete powder is placed at position 1, it turns into concrete upon contact with water. After mining it, the observer at position 2 detects the block change and sends a signal through the redstone circuit to the dropper at position 3. The dropper at position 3 then supplies the player with another piece of concrete powder. The player simply needs to keep placing powder and mining the concrete.
The convenience of this device lies in the ability to farm concrete while AFK (Away From Keyboard). By changing the key bindings for placing (off-hand action) and mining (main-hand action) to two keys on the keyboard, and using a weight to keep these two keys continuously pressed, the device will run automatically.
